Per Governor Baker’s order suspending certain provisions of the Open Meeting Law, G.L. c. 30A sec. 20, the public will not be allowed to physically access this School Committee meeting. Members of the Committee and the public will be able to access the meeting via remote meeting technology, such as Zoom Technology, and video of the meeting will be posted on the District's website as required.

hey Bill how are you so we have everybody here Heather's not able to join us this evening is that okay yes wasn't able to join us this evening are you going to call forwarded meeting a hampden-wilbraham Regional School District school committee meeting room for Thursday June 18th order suspending certain provisions of the open meeting Law Public Access to school committee meeting members of the committee and the public will be able to access the meeting meeting technology such as necessary access information will be posted prior to the meeting how could you leave us in the pledge allegiance like we remain standing for a moment silence thank you indifferent thank you little bit out of order and just start with with meeting dorms and just Norms in general of how we were together pictures from word emailed earlier this week from East wwrsd Community member who I thought really nailed it and what they said is for our collaboration knowing that sometimes antagonistic processes can be good for our educational organization and they do not stick relationship it can produce more candid and productive relationships we've experienced and it really Frankie Presley are experiencing some issues they can use agonistic every person in our educational Community from teachers to school committee members administrators paraprofessionals cares about education for too long we've allowed these conversations agonistic relationships and I apologize that we have an address this more directly previously we must Foster a climate that invites respectful discourse as a community we need to be able to have difficult passionate buttress conversations as we chart our way forward water sweat out a navigator before when we can do that as a community we will get through that shop and we'll get ourselves to stay for Harvard cuz we work I know that I'll and Steve had shared some of the Norms that we have as a committee and then probably more broadly what we're also speak about is a Norms on how we interact we just had a couple challenges and I apologize we have an address that previously and I wanted to make sure that we all took a moment to reflect upon that and and think about that a little deeper anybody have anything that they want to see Norm Stamper so we will move on to First which reference open meeting law and executive session training so we had a meeting in what you want exact obsession as well as we should, so we've spoken with Sean Sweeney attorney and have you spoke with the Attorney General's office to understand yo what's the The best scenario and how should we handle that effect we aren't we allowed a conversation to occur probably more deeply directions to Valley more deeply than we should have an executive session so it was fine to bring up because of the overall discussion we were having it's not something that should have been disgusted as deeply as it was discussed in executive session so what the attorney general has incurred just do is to remedy that into the way that we will remedy that is will have training Obsession so on the 30th which is in 2 weeks Tracy Novick will train us that that me at 5:30 we'll start with training from Tracy on Executive and making sure that we have the proper understanding of of making sure that we continue to discuss what should be discussed executive session and if we start to get off in an area we know where we need to say I hate this conversation that's the update as well as I explained from a training standpoint what we will do from a remedy stamp any questions there will move right into so I'm sorry that's okay if I can just start so just as you guys could probably Howie and Julie and John and Gina are weren't able to attend the short notice so I apologize but I'm going to do the best I can on giving an update on the budget also talked about play some additional things are getting rejection of Fullerton recall letters as well too and then I can turn it over to you build to add it and more if that's okay yeah that's fine with me so on Monday June 15th which seems like a long time ago just this past both towns passed our school budget I know that how it was present in Wilbraham and I was present in Hamden Hamden both were passed by a large majority and I think that is a tribute to the work that people have done all budget process personally in and I'm sending out lettuce thankful for their support as well as high school committee sign is for the rise of boys and obviously a budget sub that have gone out this process work for months and months and months I sent out an email and we'll follow up with that waiting to see what your place is fast money but I sent out an email and have an invite that will go out for so like an after-action meeting which I think is important right what did what went well what do we need to improve on it's an ongoing process and if it popular right now with the budget you know still ongoing would not hearing anything yet still from the governor in the governor's budget so if you know you see it this time there's a little bit of Applause although most business manager Staples all the time which I agree but now more than ever it's it's a continuation with this budget process but again both towns passed overwhelming our budget so I thank them for that you want to add with that or showing all Mora I'd like to thank you to the residents of both sounds for the budget I also want to thank you the highway for presentation to be put together I think it was very clear and I received several, some people have to wear their pleasure in seeing a financial report that wasn't grounded details so if I can just give you an updated regarding reduction in force that is in just a little bit of an overview of which which been taking place I'm so we're still not sure of our budget as I said we're all the way up to 20% reduction in the budget we know what the stands and we go back and were able to make those recall lettuce happen mystical relative numbers I want to make sure that there's an understanding of this so in April we sent out 85 reduction-in-force notices were sent out helping us you know make sure thing with that timeline for our contract that we know five people in a timely manner on June 11th which is just a little over a week ago 59th Daphne recall lettuce so somebody will bring back 15 anniversary on remaining 46 that was still reduction for slaves that were out and are step out of that 26/8 of them were even on TTS our program reductions and we went over that when we went to our budget process left basically each missions are 18 of our staff members that we're still not the issue recall letters today we sat at the time of C pass the budget we have a little of other feeling where where they wear that at that level I'm sure we went through those eight positions in position by position with the support of the district in the principles and saying okay what positions do we feel comfortable that we need to bring back and what positions do we still have for not being sure where I buy just going to land. I'm making sure that we have that that that buffer if we have to go all the way Gus bit up to that 20% reduction so we're able to bring that fool more letters formal recalls today so what we did talk to the principles your calls with those four as well to in from in also send them out a letter as well to so as of right today literally about an hour ago they're 14 positions that are in our district or employed Regional staff that we're still waiting on and still are in that reduction-in-force they have not received recall lies and again we're waiting to see out of that what it looks like for a budgetary and what it looks like when we return back to school but right now that's where we're at as of as of this afternoon with the Lionel steam lines just an update on Paris I should know we had 105 Paris that we refer load today we issued 95 what is of assurance to our parents that they will be having a position back in our school district for next year on this 10 that they're still on hold and that has to do with the special education peace and in the librarian as well to build a still want to pause again we're just trying to be fiscally responsible making sure that we have that Staffing we have that that cost Savings in case we go to a 20% reduction in our in our state are a state budget but right now that's where I work constantly looking at this like I said even as of today were able to bring back for those positions so that's where I was at so now I hear that there was a presentation given at the Wilbraham town meeting wasn't one done at the Hamden town meeting is there a way that I can see what that presentation was from Wilbraham yes absolutely I will make sure that gets sent to you as soon as I get off thank you yes indeed so you reference the previously the 26 riff letters that were made eight and eight were included in Pryor caught so if we look at what was shared in March with the 15.0 Stavanger 13.6 ft used I'm looking at it so did one of those unit did one of those Unit A positions move back into the budget session it was only eight okay one more time Patrick I'm sorry about that so we look when we look at the what was Jared previously on where the were it was 13.6 ft he's or 15 staff members you just referenced were prior Cuts however if we look at that of the 15 there are 9 unit and so you reference in his position we receive the retirement from one of our our coaches has been launched by District does that answer your question yes that would make sense thank you and we celebrate her today I should say not me they celebrated today with monster timing today at the long-standing without District okay and then my other question on the tire professional C reference 95 out of 105 we had some paraprofessionals that continued to support students during this time. what's happened to Mona Lisa it's increase right because we have to be prepared in case we have to move to that 20% Sean right so not believe that are a budget from the town earlier than we hear from the state and we know what we can bring back but not hearing anything from the States bill in those those rumors that we should be planning for 20% we're trying to be fiscally responsible so the number is larger usually you know not to bring back the majority of our teachers and still even having 14-ounce Navarre staff that is not that's it that's a tough thing for a district as I'm sure you seen the news it's it's happening everywhere and in the state in the country what's the delta The Junction between does the reduction of force without covid-19 and the reduction of force with covid-19 what's what's the difference it what's the Delta this 14 are still I would think normally we have them back by so that 14 would include it's not just Educators and professionals that also includes I have a question how do you anticipate class sizes at any level because bring back the teachers that have been laid off I think the biggest concern is going to be for me that fourth grade moving in that eight 4th grade absolute world that would be my biggest concern for life numbers and and and possibly the high school but at the same time I have to be into the middle school at the same time I have to be mindful of waiting with the CDC gives us more recommendations in terms of what the numbers are going to look like in terms of our classes as well to you know the commissioner first said is going to be a 10 student and poor classroom into to Stafford go to move back on that so that will be important for us to have Cheryl's bal-27 what would be the class size for class I think it is so right now we're at seven sections now right now we're at 7 sections winning right now at 25 in each one but I'll go with the two hopefully bring back that he but again we got to wait and see even if we're going to be back full-time right do I bring back section of 4th grade if I'm not full time in school is Balto so that's the raid that this past year was the only year we've we've provided them eight sections right so here we putting it right back to them large classes with step directions again but that's not my whole right so we're hoping that we're going to get some decision made on the governor so and so will be able to make a move on that again seeing with a budget isn't seeing if we're even going to be back full-time full class has you know having any dentist at 20% I have to be prepared for a we have to be prepared far and making sure that we have the stuff the money available for that other reduction of money I should say that will be receiving spell I have one more question. what more ahead ask normally we give the presentations at both towns was there a reason why we didn't do the PowerPoint and Hampden so for years Chevrolet we've always make that offer and me brought up that I guess that the the the superintendent supposed to come up with some plan they're expecting you to today tomorrow is that what you were referencing you said you haven't heard anything yet from the superintendent so I can finish it up yeah so we were really hoping that we get some we get something from the commissioner by you know he kept saying this week mid-june right we've all heard that you know he said that and then we're hoping to hear by Friday we're finished the last day of school today there are district to finish last week and still haven't heard but we haven't received an email today from him inviting us that means that we're meeting tomorrow which would help us plan a working together on that how are you going to send out an end of the year and if you are can you glue the fact that a lot of people are waiting for some word of plans explanation that the the plans can't come until we hear from the commissioner and he is not forthcoming this meeting ends within the next 30 seconds you'll have it about a minute and 30 seconds to finalize and press sent you as well so yes already got no pressure on you more on the time I was Patrick as well either have me get the definitely not waiting for test for the commissioner will we we have our plans or over forming our plans now and if needed will edit depending on what the commissioner comes up with correct where we have a retreat on Wednesday and Thursday of this week with with Chris the directors that will be working on that as well to even without safety team that we met as a group for autograph supplies were in great shape with that we have everything already coming in that's ahead of most districts I had a meeting this week I believe as well. I'm sorry. Once again I think Tuesday of this week with some doctors from the community as well as Gina Khan and Terry brand that's scheduled for next Tuesday as well to so all of that is taking place Sean getting tell what's going on with the reconfiguration plan that we talked about this past fall because of what we're doing with the Corona virus and all of that so that has been put on Plus until we figure out what it's going to look like when we come back and if we're even going to be back. We're going to be back just part-time insurance and I mean by let me be careful in that whether we're going to be you know full face to face or face-to-face all of that still has impeccable class sizes and we're going to put our students so we haven't moved necessarily on that due to the Coronavirus potentially help you guys should you need to plastic bag full size you have a plan in place should there need to be more space store hours of the 14 Stoke City reference have not received recall letters is assassinated just reference that leaves 13 and you mention higher class sizes in that fifth grade higher class size with the middle school I our class sizes are potentially Lowe's core subjects are those in specials are those in what does that look like when your Spanx higher class sizes, at those at those schools break in a movie lyrics. Sections of the high school that that we're still waiting to see you exactly what takes place right they had their course selection so the still that piece of the high school also some of those pieces of those sporting that is Pre-K special education as part of that also right now we're looking at those out of those 14 there's a piece of that that's being as well too so I talked about class size might not necessarily just be you know in those core classes but also in terms of the electives in the band in physical education all that's going to depend white with her back face-to-face do I need to know although we'd love to have you know the the the the amount of staff we have for being to the amount of stuff you have to if you're not back at full that might look a little different than getting all that and again it's all prepared if we get pushed to the 20% reduction I have to make sure that we're able to afford what we I have all of this in place band are in in the lower class sizes but I also have to make sure that we're able to afford just in case the state comes back and says through the 20% what's the the plan right now is the plan right now to have that the students in class is the is the what what's the plan that you're working on what we're doing now is a couple of different options we're hoping to get from the commissioner's while to sort of like what I said at the very beginning whether it's going to be back. Land would be either a half remote which would look a lot different than it looks now in face-to-face half or continue to be complete a remote in the thing that we need to prepare for and which we are preparing for race that could be in a sliding scale right so it all sudden as we said and we're even seeing our state we're going from we might want to be face-to-face and part-time remote then I'll send with a spike we have to be able to slide that over and be full-time remote learning as well to sell this this many different things that were looking at right now so we haven't heard from the from the commissioner and if we don't hear from commissioner you know for another month when are we going to make up our mind which one we're going to go for we're not we're not waiting we're waiting to have to get some guidance from them and that's like I said that's why the safety will be in the principles and practice for me to talk to us from the community giving us all the import of what we amongst themselves to get some feedback and we want to make sure to or not to be are surveys just we just weakened that and get that ready as well to that survey was best the survey was ended today correct so that's you talking about the parent survey yes that's correct it should be done in about I think about an hour so you said that the union sent out their own survey yes for the teachers is there anyway that we can see the information that's on that's kind of give us some lead time I ask the questions with a Twist David has to see the results that's their information but I'm sure that would they would they would share that as well to because we're going to be working together on this yes or that survey for or I should be going out to teachers the union survey said that they serving their teachers yeah I think it's closed already I believe so I'm not I'm not sure if that was their survey but I just getting a lot of what they're asking because if they already asked the teachers they got that day together we want to make sure we're not asking you know we want a different question so we can get different results as well soon so we can put it all together okay so do we have any idea when there's also be available cuz it's June 18th right I mean where were 60 days out from you know getting ready to start school so I think the more the more information we have from all the their remotes learning experience was like one of these last 3 months excellent another section asking them about some of their concerns in terms of some of the possible scenarios for next year last night the first thing call Transportation B transportation Transportation manager is on medical leave until August and the backup person is experiencing some medical issue so I'm not sure when they're going to be able to meet and Hammer out what's going to go forward but yes we did agree to prove Roland contact and we also agreed for incredits to come back to the number District which is a total of 700000 based on the use of vacation for your your transportation and fuel station as well back on the credit on the vocational that 7 we are in our district are we using our transport immunization is quite high and so that amount of the 300,000 of the dividend we are getting back $81,751 out of the so that's the fuel component the transportation the root Savings in that is a total of $54,502 so those the total of Transportation dividend musicians are 130 6253 vocational and we don't spend as much time don't utilize it as much and that is the total of 12589 but the grand total right now is 148 of 42 that we're getting back so that was approved last night and let's see the budget was approved for the district including all those cuts that they had made its so would southwick-tolland who have joined us okay they joined us we have a 5.9% increase in the if we hadn't had southwick-tolland join us and we have to buy their buses and all that other fun stuff it would have been a 0.99% increase so we have to purchase some of their buses and then we're also leasing another group of buses because they're tied to bonding and we'll just have to lease them and show them this is all taken care of the elevator project at the Pioneer Valley is finally complete it's only been I want to stay for 5 years in the making let's say our next meeting they also mentioned the other Regional task force live superintendents in Roland to make decisions decisions collaboratively and they're looking for two to three people from each district to go in on a sanitizer Batman PP he's so but of course I I don't know if the regional task force has met yet that wasn't clear and our next meeting is August 19th Taylor budget-related update Michelle I know you wanted to make a budget clarification impact budget because it's regarding some of the correspondence that we provided in the past I'm sorry I guess I will yes I wanted to speak to something thank you for allowing me I'm sorry let me guess so thank you Patrick for giving me a few minutes but tonight to clear up an erroneous statement and the June 11th edition of the will Hamden Times May 28th school committee meeting I voted with five of my fellow members to support sending a letter to lawmakers concerning the Educational Funding of the heroes act when the original motion was voted on I voted no dr. bontempi been providing clarification I'd like to share the recording of that section of the meeting and discussion that follows and I don't know what Shady's did you have that up so we can listen to it okay so the amendment amendment being that will speak to The Irregular at excuse me a supporting the 250 billion dollar portion I'm going to education in Europe do you need to have a roll call skating Michelle Cheryl so the amendment passes now the original motion was to send a letter supporting the heroes act or supporting the past across the board Michelle Sean, I'm sorry I just don't know thank you and so we will be sending a letter Cheryl hopefully you're willing to help me I was at the way you boarded that motion by the way hopefully I'll be in and we'll get it out there be season it looks like before we send that out emotion was also in support of coronavirus for clarification for for those who voted against it it's not that we're sending a letter or not we're ignoring just the support we're about to send the letter of the heroes act supports the amendment which is specific to education so I just want to make sure that there's Clarity on original motion yes thank the part of the reporter I did not say that it was highly insulted that an inaccurate accounting of what was said at the meeting was published I merely wanted to be certain that my permanent vote for the amended motion wasn't offset by a positive vote on the original lotion I spoke with reported yesterday and brought up my concerns about the article he replied that there was a lot of information however please he acted in your recording of the meeting I expect a correction to be published thank you for allowing me time to speak on this matter budget update issues if I could sort of squeak one thing and Patrick on the budget updates when we were talking about the covid-19 in the expenses that go along with that I know that masd came out with Channel today I know you also do you want you want to read that Cheryl there were two solutions that masic came out with the thing would like school districts to consider I believe Kate has put them onto letterhead already hey sorry Cheryl real quick so on the one I don't necessarily think that fits under budget updates and absolutely correct that we discuss it if we can just keep this to budget updates to make sure that we are in compliance with our agenda okay stop Pappy Skechers one last thing I just wanted to commend Michelle for bringing that clarification up I think that it is crucial that members of the press make sure that they I will read that that's the one whereas if schools archery open this fall of the covid-19 pandemic it is the responsibility of each School District and whereas it is what is the state to ensure that each school district is able to pay for the enormous additional Staffing transportation in material expenses required to do this and whereas the state cannot manage Tori covid-19 I think I'd lines to be followed without also ensuring that each school district has the funds required to implement these guidelines therefore let it be resolved that the state must guarantee every School District phone number for whatever covid-19 expenses are required to follow the state mandates we must ensure a Statewide School reopening that is safe responsible and Equitable there can be no unfunded mandates for covid-19 can I note that we voted last meeting to approve that a letter be submitted from our school committee on this exact wording that's what I was I know we need voted the heroes I think I wasn't sure about the covid-19 but yes so I think we're all set and I think I might have mentioned that it's going no but I would assume that you never want to assume anything I know most mostly all of us would agree that we don't want any more unfunded mandates absolutely is there a challenge because I think that the response to social economic and racial Justice in our communities is critical that we address is there a challenge if we if we wait till the 30th to do that or is there is there sometimes sensitivity that you want to make sure that we addressed prior to the 30th which is right now when we are scheduled to meet again limit on that one per se I think there is a sense of urgency for the moment because of the moment in our history and what's happening in the United States of America but in terms of will guess go poop if we don't talk about it on the 30th know it will be here and it will help inform us depending on how we see our role in this it'll help inform us how we go forward in this climate for this what will make sure we add that to the agenda for the 30th shows already on is there a way that we could have it the discussion today and and work on this today or is there something that's stop unlike my concern Sean is we had a scenario where we had certain things on the budget weeks of the conversation a little bit too far with making sure that if we're going to have a more in-depth discussion on it where there's some deliberation that occurs that we have it posted as an agenda item and write a post as an agenda has or will be putting this are off folder resolutions for this so we can all have time to look at it see what's comfortable see what makes sense to us as a committee it's and it's not at all or nothing Lake Charles anything else under budget updates bring your nothing we will need a motion to adjourn our next meeting is on the 30th which is a reminder that part of that will be the superintendent's review so I know Kate has shared some information and then Bill Moore please connect and find a date that works where we can buy from next Thursday forward roll call Maura Shawn by Cheryl Michelle I swear now adjourned thank you everybody for joining us Nike safety well take care of the last day of school everybody gratulations.
