Dear Parents or Guardians,

In accordance with the federal No Child Left Behind (NCLB) legislation, a report card for each HWRSD school for the 2006-7 school year is now available at www.hwrsd.org. The law specifies the particular pieces of information that are to be included in this report to the public. The information in the report card is divided into three parts: Teacher Qualifications, School/District Accountability, and Student Achievement.

Part I provides information about the qualifications of the teachers in our school and district. One element of the report card requires schools to state the percentage of teachers who are “highly qualified.” Highly qualified, as defined by NCLB, means that a teacher is licensed and has demonstrated subject matter competency in the core academic subjects. Teachers who are in the process of finalizing the licensure process through the Department of Education, may not be considered as having met the highly qualified requirements for the purposes of this report card.

Part II indicates whether or not the school or the district is on target to meet the goal of all students reaching proficiency in English language arts and mathematics by 2014, a fundamental goal of NCLB. All schools are making adequate yearly progress (AYP) toward this goal in the aggregate and in each subgroup of students. At the district level, however, in the subcategories of “students with disabilities” or “low income,” the target was not met in all grade cluster groupings. This information is used to assist us in prioritizing our improvement efforts and in allocating resources for maximum impact on student learning.

Part III summarizes how our students scored in English language arts and mathematics in the last two years of MCAS examinations.

Feel free to call me or your school principal with any questions that you may have regarding this national initiative. The school and District report cards may be viewed at www.hwrsd.org. Printed copies are available at the school office upon request.

Sincerely,

Donna M. Scanlon
Assistant Superintendent
